Israel Clean Air Act

In Israel, as in the rest of the world, many factors are polluting the environment and harm the living standard. The responsibility for handling and enforcing the issue of keeping the clean air in the past was scattered among various parties. In 2008, a number of Knesset members and Adam, Teva VeDin decided to do something about it. That's how the Clean Air Act was born. It came into effect in 2011. The Clean Air Act should allow not only better air quality for the long term but also for the short-term.


Issues and regulations in the clean air act

Emissions permits - Since plants are the main factors, they are required to obtain emission permits. Without it, they will not have permission to continue operating. They should minimize air pollution factors as much as possible using the most focused technological developments. The permit will be renewed once every seven years.

Clean Air act three primary values:

  • Environment - maintaining health.
  • Warning - warning residents living near a pollutant and changes that occur and end up in polluted air.
  • Purpose -  adapting the systems so that they are as healthy as possible.

Consolidation of power - As stated, the entire issue of handling air pollution factors will be the responsibility of the Ministry of Environmental Protection. At the same time, the local authorities will have the right to enforce and act to reduce the air pollution factors in their vicinity.

Monitoring - The monitoring system will be implemented by one body and will be published in one place.

Industrial sector arrangements

All industry sectors must adapt themselves to the Clean Air Act. The divisions are electricity, chemical industry, metallurgical industry, pharmaceuticals, waste, and minerals. Also, the Minister of Environmental Protection may financially compensate enterprises that will adjust optimally. The adjustments can be made for several years to avoid situations of inability to meet the obligation economically.

The regulations may change over the years to better protect the environment. Thus preventing the development of more areas with polluted air, such as the Haifa Bay. Besides, the regulation of a net meter obligates the IEC to supply a certain percentage of electricity by purchasing it from solar systems.
